Ha ha ha, yes, I'm one of those people who went out and bought the Hot Topic Sailor Moon costume. The thing that shocks me more is that my mother actually let me get it. 
I mostly got this for conventions (since I promised my younger cousin that we're going to Otakon next year), but hey, it's Halloween, right?
I'm still working on making this 'accurate', since I'm a stickler for details. All I really need is a wig and some boots (y u no come with boot covers, costume?) , and I'm gonna hit up some after Halloween sales to see what I can get. Okay, sort of. But I made due for this with tying my hair up in sort of odangos (I should have stood at the other angle; the other pigtail turned out better. >.O) And then, obviously, I wore my black boots. Not red, but they are boots.
I have to work tonight, so...this is pretty much it. But I had it on, so I figured I'd take a picture of me in it.
(And oh my God, major demon eyes here! Eep!)

I didn't even know Hot Topic had a SM costume, but I didn't even know there were Hot Topics in Canada until you pointed it out, so there you go. I think it looks cute, and is pretty accurate for a store-bought costume (judging solely by the brooch, it's...first-season? Looks about right). I'm just as confused as you are about the lack of boot/shoe covers. You'd think they'd include that with the costume because...it's part of the costume. Unless they're expecting you to have your own red and white boots? 
But yeah, seems strange because they include everything else, but what are you going to do?
Yeah, this looks like the sort of thing that would do in a pinch, especially for something like Otakon. Or for Halloween. But I think it looks really cute!
